We are coming to the Holiday season and with it our annual break for The Non-Traditional Legal Careers report. We will resume after the holidays with our first new edition coming the week of January 15, 2009.

 

After the break we will be making some changes in the way we deliver The Report. We will be phasing out the shipment of hard copy editions in favor of a printable Word document available on the Web. This will enable us to unify our pricing structure at $240 per year for all subscribers. It will also enable hard copy customers to print multiple copies for students or alumni who want their own. We also will be making changes to the front page of the website to provide more current sample issues and make the archives of past editions more usable for subscribers.

 

We hope you have a joyous holiday season and be sure to think of those who in these troubled times are less fortunate or are serving our country abroad.

Purpose

Specific Duties

Writing

*Work closely with director and senior designer to develop and build brand recognition for the Philadelphia Bar Association across all communications vehicles.

Media Relations

*Provide members of the news media with pertinent expert contacts among members of the Bar Association.
*Work directly with producers, assignment editors, broadcast hosts, print editors and reporters across all media.

The Office of Disciplinary Counsel (ODC) reviews, investigates, and analyzes grievances against lawyers for alleged acts of professional misconduct. Intake Counsel assists and provides backup to the Intake Manager in the original evaluation of grievances by making decisions on the disposition of grievances; opening of files; developing systems for the preservation of database information and related statistical tracking; writing dismissal letters; handling daily correspondence as assigned; and providing guidance to nonlawyer staff on situations/inquiries from members and the public about the lawyer discipline system. This position reports directly to the Intake Manager and occasionally supervises a work team of four others when assigned.

Attention to detail is critical, as is the ability to work independently and as a team player, problem solve, take initiative, prioritize, and multitask.  The position will require the ability to understand and apply detailed office policies and procedures and applicable court rules in addressing departmental operations and deadlines.

Requirements include a bachelor’s and J.D. degree. Completion of the APR 6 Law Clerk Program may be substituted for education. Responsibilities:

 

§         Oversee/Manage the legal affairs of the Company and provide legal counsel and advice to ASC management on all issues, including the development and implementation of comprehensive legal strategies in support of business and commercial objectives.  Actively participate as a member of the Company’s Executive Committee.

Position Overview: The Deputy Circuit Executive is a

senior-level management position reporting directly to the

Circuit Executive, exercising broad supervisory and

administrative responsibility for the Office of the Circuit

Executive, and acting for the Circuit Executive in his

absence.  Major responsibilities include assisting the

Circuit Executive in the exercise of all duties outlined in

Title 28, United States Code, § 332 and those assigned by

the Judicial Council and the Court of Appeals; establishing

and enforcing operating procedures and standards; directly

Representative Duties:

 

 Overall supervision of operational and administrative

functions of the Office of the Circuit Executive.

 

 Direct supervision of a diverse group of professionals

 Research, analyze, and synthesize statutes, policies,

and regulations governing a wide range of issues, including

government fiscal and procurement law, canons of ethical

behavior, personnel and employment matters, and judiciary

opinions regarding acceptable options and best practices.

 

 Prepare written memoranda, policies, and manuals for

wide distribution to judicial officers and staff.

 

 Coordinate staff efforts, monitor and ensure timely

compliance with project deadlines, and evaluate and

memorialize lessons learned during major projects and

operations.

 

 Administer a complex personnel system to include

hiring, evaluating, motivating, training, coaching and

mentoring employees.

 

 Study and recommend changes to organizational

structure and individual job descriptions to maximize

overall office efficiency and effectiveness.

 

 Supervise the planning and coordination of the

biennial circuit judicial conference and special events

such as investitures, dedications, and ceremonies.

 

 Interact courteously and professionally with judges

and high-level government, legal, law enforcement, and

private sector officials.

 

Conditions of Employment:

 

The selected candidate will be subject to a background

check, and retention depends upon a favorable suitability

determination after a ten-year background investigation.

SCOPE

THE COURTS OF APPEAL AND THE THIRD APPELLATE DISTRICT

The Courts of Appeal were established by constitutional amendment in 1904. They are California’s intermediate courts of review and have jurisdiction when superior courts have jurisdiction and in certain other cases prescribed by statute. They exercise mandatory review of any appealable order or judgment from a superior court, except in cases in which the death penalty is imposed, over which the Supreme Court exercises original mandatory jurisdiction.

 

The Constitution grants the legislature the authority to divide the State into districts each containing a court of appeal with one or more divisions. California has six appellate districts each organized into at least one division. Each division is headed by a presiding justice and has two or more associate justices. Justices are appointed by the Governor after review by the Commission on Judicial Nominations

 

Located in Sacramento, the Third Appellate District is one of the three original courts of appeal established by constitutional amendment in 1904. Its jurisdiction stretches over 23 counties: Alpine, Amador, Butte, Calaveras, Colusa, El Dorado, Glenn, Lassen, Modoc, Mono, Nevada, Placer, Plumas, Sacramento, San Joaquin, Shasta, Sierra, Siskiyou, Sutter, Tehama, Trinity, Yolo, and Yuba. The geographical area of the District is larger than the combined area of Connecticut, Delaware, New Hampshire, Rhode Island, and Vermont.     

 

For the first 26 years of its existence, the Court was housed in the State Capitol Building. Then in 1929, the Court moved to the newly completed Library and Courts Building located at 914 Capitol Mall, directly across the street from the Capitol. That majestic building is a registered federal and state landmark and contains the oldest appellate courtroom currently in use in the State. In 1994, the Clerk’s Office and support staff moved into the Library and Courts II Building, located at 900 N Street.

 

During its history, four of the court’s justices have gone on to serve as justices of the state Supreme Court. Two of its justices were distinguished veterans of the Civil War; and one of its justices was the first female to serve as an appellate court justice in California. There are currently 11 justices in the Third Appellate District.

 

In early 2009, the entire court will temporarily relocate to a nearby office building during the renovation of the historic Library and Courts Building.  This infrastructure project will take approximately 26 months to complete at which time the court will return to its current facility.  

 

RESPONSIBILITIES

Under direction, assists the Clerk/Administrator in managing personnel and non-judicial administrative support activities for an entire appellate court; performs related work as assigned.

 

The incumbent is responsible for assisting the  Clerk/ Administrator in managing the day-to-day operations of the Clerk’s Office and assisting with administrative support activities, including human resources, information systems, facility management, and finance operations for the entire court.  This class is distinguished from the Clerk/Administrator in that the latter functions with full authority and accountability for assigned administrative responsibilities in an appellate court.

 

The Assistant Clerk/Administrator will be responsible for:

This position is within the Judicial Programs and Services Division, Administrative Office of the Courts, and supports all aspects of the Uniform System for Judicial Records (USJR) court statistical reporting project and other research projects. Tasks include data entry and quantitative research of statewide court data, assisting with development of research data dictionaries and definitions, drafting reports for publication, and other related tasks. The incumbent must communicate clearly and effectively with judges, court administrators, staff, consultants, contract employees, customers, and senior positions in various state and local agencies. The General Attorney will perform the following duties:
 
- Provides legal assistance in support of all aspects of the TIGTA, 
including, but not limited to, audit activity, criminal 
investigations, disclosure, FOIA and Privacy Act, personnel and EEO, 
ethics, procurement, torts, and contract law.
 
- Analyzes law relating to assigned areas and drafts comments on 
proposed regulations and legislation.
 
- Renders legal opinions relating to assigned matters. Prepares draft 
memoranda or reports for review by manager or senior attorney, 
detailing facts and legal issues, explaining the application of legal 
principles and precedents, and justifying recommendations or 
conclusions.
 
- Prepares recommendations, in the form of proposed letters, to the 
Department of Justice, referring litigation matters for appropriate 
action. These recommendations include complete factual and legal 
analyses of all relevant issues.
 
- Prepares interpretative and administrative orders, rules or 
regulations, and negotiates and examines contracts or other legal

Will also oversee policy direction and legal issues pertaining to

enforcement and compliance, identify matters of cross-cutting

national enforcement policy that raise complex legal issues of

significance, direct the review of draft enforcement policy on legal

guidance, and provide recommendations to senior management when such

policies or guidance are needed.

 

Serve as a national expert on statutory and regulatory policy issues

and ensure that OECA provides uniform application of guidance and

policy.  Will review and participate in OECA activities on assigned

cases and legal matters, interpret facts, applicable laws and

recommend appropriate action to develop materials which in effect

become the Agency's justification for legal positions on behalf of

the Agency, and provide assistance to agency officials in the

preparation of Congressional testimony and reports relating to

OECA's activities for media programs.

 

Works closely with media program officials and the Department of

Justice attorneys in planning and reviewing intra- and interagency

documents; represents the Director, OAP, in responding to external

inquiries on enforcement and compliance issues; oversee OECA's

BRIEF DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer (OCFO), Office of the General Counsel, Government of the District of Columbia, as a supervisory attorney responsible for providing legal advice, counsel and guidance directly or through subordinates under the general guidance of the OCFO's General Counsel.
